Netanyahu has always been opposed to a 2 State Solution which is why he financed Hamas for years through Qatar . In 2019 Netanyahu told his Likud Party that whoever opposes a 2 State Solution must continue to bolster and finance Hamas Read Netanyahu Hamas Stronghold.
