His plans to "build a new empire so he will be remembered in history books like peter the great" = putin and kremlin statements followed agreeing with putins essay and adding "russia should end the peace that keeps russia within its borders" = vladislav surkov and as for refusing offers to not join NATO 1990 Ukraine declares it will remain a neutral state. subsequent statement Ukraine will remain neutral as long as that is what the population wants (thats democracy) after the invasion of crimea and donbas 69% of population voted to join NATO russias invasion prooved agreements with russia were worthless March 2022 zelensky statement putin rejected April 2022 repeated offer lavrov rejected sept 2022 offered guarantee of not joining NATO putin rejected JAN 2023putin no prospect of negotiations until kyiv govt replaced " No negotiation is possible untile the kyiv govt has been replaced with a russian one" = medvedev

There is a book I recommend you read called " russia and ukraine, entangled history, diverging states" It is not an easy read but gives a lot of the historical facts behind the conflict.
