The El Salvador approval rating for this crackdown is really irrelevant. In Germany in the 1930s there was widespread support for the policy of incarcerating anti-social elements in camps, and in Uganda, the recent law prescribing the death penalty for homosexual acts also enjoys widespread support. The fact is, however, that this prison is designed to be inhumane. One hundred inmates are accommodated in cells that have sleeping room for only eighty. The same cells have two toilets and two sinks. They will be breeding grounds for disease within a week and there is every likelihood that epidemics will occur, and will affect the guards. There is no doubt at all that the heavily tattooed inmates are guilty of belonging to gangs, but in a round-up of some forty thousand people, it is impossible that some mistakes have not been made.
