Russia could've used these weapons on Day One of the invasion on Zelensky's home but this is not a total war of annihilation, it's a special military operation. Russia has several levels of escalation before nuclear. Ukraine will feel everything especially now that NATO is getting involved.

Are the sanctions weakening Russia or making them stronger? Manufacturing capacity doesn't appear to be hindered much. Russia has apparently substituted its supply chain from the West with China and other sources.
