They were Russia's nukes, not ukraine's. That's why Ukraine couldn't maintain them- they lacked the expertise. Also Belarus and Kazakhstan were included in the Budapest memorandum but they didn't nullify it by trying to become NATO vassal states. Surely Russia can't be expected to guarantee the security of an enemy alliance candidate. Ukraine walked out from Russia protection when they started fraternizing with NATO. They were warned but they wanted to threaten Russia anyway. Play stoopid games, win stoopid prizes.
