  1. Demilitarisation of Ukraine is one of the stated goals as well. As you can see Ukraine isn't just gonna sit still and let Russia occupy it, so Russia must destroy the Ukrainian military first. If Ukraine let the Kherson referendum go on, Russia won't be fighting much. This goes only as far as Ukraine is ready to resist.
