  1. They lack command of ground troops. The CDS is a purely administrative position, the CAS is in command of a mostly moribund fleet of scrap metal. Neither of them can initiate and coordinate an assault on his own, unlike the COAS. This is all about defending the seat of the President, not the Constitution. That's why Buratai said "I am loyal to the President" after the killings at Lekki. The story is the same with all the ground forces in the NSCDC, police, DSS etc. Stop asking daft questions please.
