  1. You didn't understand his answer. The question was predicated on an assumption that cannot be applied to Germany as there are no ethnic Russians in Germany on which the provocations might be implemented. Ukraine on the other hand carried out a systematic cleansing of Russian culture from within, which Germany cannot do.
