  6. It's supposed to be a "war" of self defense for Ukraine. That was the gimmick used to sell support for the war all over the world. Ukraine attacking Russian civilians will cost Ukraine in political capital, and cause the war to be more popular in Russia. That's why Kyiv was initially calling these fighters "Russian fighters", so they can commit war crimes with plausible deniability.
