What terror? This is exactly what US -led forces did in Iraq on day one of the second Iraqi war. It's normal in war to take out critical infrastructure first.

They wanted to win the hearts of Ukrainians, but they didn't think they'd be hated so much in the West and North of Ukraine. Now that they've annexed the friendly part, the gloves are off.
