Budapest, Hungary, was the venue of the OSCE conference where the Budapest memorandum was signed on 5 December 1994, to provide security assurances by its signatories relating to the accession of Belarus, Kazakhstan and Ukraine to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The only country of these three to break its own obligations to Russia via military neutrality was Ukraine. Belarus and Kazakhstan maintained neutrality and continue to enjoy protection from Russia as a result. Hungary knows the country that initiated provocations was Ukraine. Ukraine is eating the fruit of its labor and is in no position to dictate anything to Hungary.

@redeyexxx1841 there's no chance that Russia was going to guarantee the security of a NATO vassal state, the same way the US is going back on its security guarantees to Saudi Arabia for becoming more pro China and Russia and refusing to heed instructions regarding oil production. Not everything has to be spelt out to you like a kindergartner.
