  2.  @ВиталийИванович-щ7с  listen the USSR had nukes in the Ukraine SSR then the USSR collapsed Ukraine became independent but still had nukes from the now dead USSR Ukraine didn’t want to bother trying to actually own them and so announced they had the nukes and wanted to give them away back to Russia even the USA agreed to this so the 3 countries signed an agreement that says that no country would attack Ukraine or anything like that in exchange Ukraine would give Russia the Soviet nukes.

  3. Because Russia has nukes which ironically were given to them by Ukraine after the destruction of the USSR Ukraine and Russia signed an agreement that Russia would not interfere or invade in exchange for Ukraine giving them the old Soviet nukes
