It’s kinda a Yes and no question it’s not 100% illegal to build them but heavily frowned upon by the UN and for the second question yes it’s suspected the Iran is trying to build nukes as well so Israeli and Iran are in a mini Cold War In no way am I an expert but I am just giving the info I have
