The 14th amendment section 3 of the constitution states “No person shall be a senator or representative in Congress, or an elector of president and vice president, or hold any office, civil or military, under the United States, or under any state, who have previously taken an oath, as a member of Congress, or as an officer of the United States, or as a member of any state legislator, or as an executive or judicial officer of any state, to support the constitution of the United States, shall have engaged in insurrection war rebellion against the same, or given aid or comfort”
Just because it’s not mentioned, doesn’t mean it’s not counted they mention loads of things, but even then they don’t mention absolutely everything
It’s called a list of examples and besides, it says it right there

First it gives a list of examples then it becomes more broad with the term “officer“ and stuff like that
Anyone that has taken the oath, even if not specified, cannot hold any office if they have inside or engaged in insurrection
