As someone who is born and raised on the mainland I can’t speak for the Puerto Ricans but my best guess as to why some people there are choosing to remain a territory is because they know once their in they can’t leave so they worry something could happen and they won’t be able to leave and they don’t have to pay federal taxes however they miss out on a lot of benefits Also a decent chunk of the population simply doesn’t vote in the referendums that is why statehood is the majority but only be a little bit if only all the people or at least a majority of the people chose to vote in the referendum then we’d get a answer once and for all personally I still expect there to likely be a majority who want statehood considering the situation but I can see why they don’t want it Independence would be horrible for them because they already struggle with internal issues but without US support they’d be all alone and vulnerable to attack plus other problems
