The Jewish Agency for Palestine (which controlled the Haganah), sent Jordan's King Abdullah a letter of apology for Deir Yassin. The apology was rejected. No apologies from Jordan.

  40. ICC does not have jurisdiction over states, just individual actors in those states. The ICJ handles member state action. Both the ICC and the ICJ get their authority from the same place, the Rome statute and those member states who agreed to them. This is not from "god", but framed in civilisation and agreed to in a democratic manner by mutual consent. Go back to the Westphalian agreements of the 17th century to understand the arc of history which lead to the Rome statute.
