  3. Biden knew exactly what he signed and described it. The pause was intended the DOE to analyze the pending authorizations, exceptions were written in for national security needs. We discount the stories from MSM but not from from the alternative new media. bad idea. I've posted "community notes" but they are ignored by true believers.
