The problem has roots in the 1960s with lawsuits brought by the ACLU asserting being homeless or mentally ill was not a crime. The conservatives used that lawsuit to close down state mental institutions, like the one at Camarillo, which is now a State College, where the mentally ill are now longer cared for, but created.
