The account Pete asserts is from Robert Caro's book, "The Power Broker", and the story Moses ordered engineers to build the Southern State Parkway’s bridges extra-low, to prevent poor people in buses from using the highway does not appear to be true. Ukraine was moving toward the West, human rights for women and homosexuals, this deeply troubles him, he may actually believe in his "heart" he's saving his country from an evil virus from the West, like the one he believes was released by China to his East. The Chinese are also moving to areas of Eastern Russia, Putin's economy is now no bigger than Italy or Spain, he's acting more like a martyr than a leader. Anything can happen at this point.
