  1. "Incentives" began when I lived in SF in the 1980s, when NGOs held "homeless" press conferences demanding services. The problem has roots in the 1960s with lawsuits brought by the ACLU asserting being homeless or mentally ill was not a crime. The conservatives used that lawsuit to close down state mental institutions, like the one at Camarillo, which is now a State College, where the mentally ill are now longer cared for, but created.
