  5.  @1972danhall  Read the opinion, Section 5 is clear about dee process, the 14th amendment is not self-executing, and in the opinion the Enforcement Act of 1870 was cited many times. "Sections 14 and 15 enforce section three of the Fourteenth Amendment to the United States Constitution, by instructing federal prosecutors to use a writ of quo warranto to remove people from government offices who were disqualified by that amendment."
