Considering that Uruk is mentioned in the Bible as Erech, it's the same guy. Epic of Gilgamesh is from 12 century BC Jews adopted the story, thus christians and later Muslims have it as well(Western spread of the story). Meanwhile Hinduism being 4000 years long likely also adopted it but this time it was towards the east of the origin.

Since the epic of Gilgamesh was mainly written between 1200 and 2300 BC but it's most complete version is from 12century BC, it was at least 12 000 years before Jesus that the story of a man, an arch and a flood had been recorded. Judaism (jews) also had a Noah (hence Christianity has it). Their texts come from 1200 to 200 bc. And then Christians with the Bible beings written around 100 to 200ac So pretty much it is, by looking at the amount of similarities the same person. Plus Uruk was mentioned in the bible under the name Erech so there is that. I am personally intrigued by his lust, seems very Zeusy, but that is where the similarity ends (first mention of zeus is more about as, but but less old than Epic of Gilgamesh)
