The historic problem of Russia... Always trying to be a Superpower through military means in exchange for abandoning its people. That was the case pretty much since it's creation... Take Peter the Great going abroad to educate and bring more culture, yet it ended in newer military for Russia. Last Tzar concentrated too much on military which resulted in revolution. Lenin's revolution.... For the people didn't work out. Later commies and the Iron curtain..... And now Putin.... Too bad they concentrate too much on the Domination part of the Heartland instead of the Stability of the Heartland.....

Not just gluing Africa to Spain but also educates and develops africa, helping their economy and healthcare besides all other, being a potential gate toward more stable Africa. Also clever since Africa with it resources of material and manpower is a ticking economic boom bomb held back by never ending conflict and lack or education
