  2. The purpose of settlements is to get the Syrians, Jordanians, Lebanese, etc. living there to make a deal - otherwise there will be encroachments. An incentive plan. Funny thing is that NO Islamic country wants a sizeable number of Palestinians in their territory. They are trouble makers. Israel is stuck with them.
