  1. Generally people do not "indulge in drugs". Being in pain is not indulgence. Dr. Lonny Shavelson found that 70% of female heroin addicts had been sexually abused in childhood. Put addicts under a Drs. supervision. Take Drug Distribution out of the hands of criminals. Legalize.
