Fast neutron reactors lack one property that slow (moderated) neutron reactors provide. The moderated reactors tend to have some inherent safety. Under constant power load and rod settings they tend to self regulate at a temperature. And that also works for small load changes. Physics. The control systems for fast reactors must be much faster. That adds stress to the mechanical components needed for regulation. Physics and Engineering. Slow neutron reactor controls are on the order of 1 to 10 millisecond time constants. Fast neutrons reactor controls need to be 1,000 times (or more) faster. Electrically that is not too difficult. But it means the mechanical controls must have acceleration capacities of 1,000,000 (or more) times. Physics. That also means a million times as much power. What all this means is that fast neutron reactors are 'twitchy' and require controls that can keep up. The rule of thumb is that the controls must be 10 times faster than the process controlled.
