There are still no proposals for draining the oceans. Water vapor is not persistent? According to the theory water vapor's lack of persistence in the atmosphere (rain) means WV only counts for heating, not for evaporating more water vapor. Which is absurd because heating causes evaporation. The theory is bunk.

Or as another commenter (domtweed7323) in this thread has noted - a weeks worth of backup (stored hydro was his favorite). Which means doubling the generating plant (backup has to = what was backed up). Of course it is not applied on an individual project basis. But it is applied. When and where rolling blackouts must be avoided.
