  3. It is also where. Theres no way you can sit here and pretend that "he was shot in the back as he fled" isn't going to be addressed in the case. The fact that he was shoot in the back means he wasnt an active threat to the officer, they then have to prove hes a danger to others, which depends on what ifs. This officer had little reason to discharge his firearm and it's gonna cost you your tax money
