Fools like you want to punish completely uninvolved customers of legitimate businesses instead of punishing the actual criminals. I mean talk about insane. They don't stamp it as "my stolen discounted copper, it's either sold to buyback/waste stations that pay per KG, and have absolutely no way of differentiating between a criminal and someone who saves/collects metal to sell, or they process it themselves and sell as ingots to similar sources. I can't express enough how much you and everyone else saying "punish those who buy it" are quiet literally clueless and have absolutely no clue what they're talking about. People like you are dangerous. You'd imprison your neighbour to hurt a community 10 streets away. In other words. Because of people like you nothing is ever solved or fixed.
