This idea is so dumb, that it only can get backing from the WEF.
Downsides from a my perspectives are:
1. Totally inhumane environment, it is a prison not a city. I cannot see any stadiums, entertainment, factories, not even mosques. Who is the city for? Government clerks?
2. City needs to grow organically, not being built and then artificially populated. It is very hard to attract people into planned cities.
3. Logistics, security. A single accident or deliberate attack can paralyse the entire city as there are no alternative roads around.
4. Cost, the project is too big to build at once.
5. Location. Why in desert? No terraforming projects around? No farming? As tourist destination it should be near the coast.
6. Energy cost to build. It is marketed as "green" with it clearly is not.
7. No natural centre. Where are highly specialised businesses going to be located? Like highly specialised surgeons, etc.? On km 0, km 170 or in the middle?
