  4. They know it's not about it. They pretended it didn't exist for months (Wuhan Beach party) then decided it did. They're actually beta testing their health app, going through each province, making sure it all works to implement restrictions, once they know then it's just changing the value of a variable so it applies for everything else and not just "health" incidents.
