  2. 10:45 to be honest that is a situation you do run into in HOI4. You can not just deploy more division into a sector definitely because of infrastructure, and regional conditions. You will get massive debuffs to your divisions as they are starving for supplies, getting reinforcements will also suffer so any material and manpower loses will replenish considerably slower as well, actual attrition will set in. Though they're going to revamp this more in a future update, involving roads/trains/actual trucks doing their jobs finally instead of just mundane calculations based on region/infrastructure/distance. So you will finally have a reason to manufacture trucks beyond making motorized divisions.
