Answer the question, for the same reason Putin believed the west wouldn't get involved in Ukraine. The Ukraine War is as much a failure of the west as it is Putin's bad decisions. It's a similar situation with Taiwan. Instead of openly claiming that if China invades Taiwan, it will mean WAR with other major powers, those other major powers tip toe around the issue of Taiwan's independence, out of fear of War, and pretend she is a country without openly claiming she is... I don't consider that dealing with a delicate situation but pandering to an aggressive power.
This is the same reason Chamberlin made so many mistakes, he wanted to avoid war, but doing so made himself look weak. This is why Hitler believed he could get away with invading Poland.
How we cowardly response to Russia's invasion of Ukraine in 2014, among other border conflicts since 2008 with other neighbors like Georgia, gave Putin the idea that if he invaded Ukraine, he'd likely only face a lot of political sword rattling, and sanctions. Because just like leading up to WWII, the west were too afraid of war that they made themselves out to be weak.
This goes back to the quote by America's first president George Washington. "To be prepared for war is one of the most effective means of preserving peace."
