  1. Rule#1 Never build something as important as a Nuclear Powerplant Cheap. Rule#2 Don't lie to the people running that there is an engineering flaw after you find out about it. Rule#3 Even in a Socialist country people are selfish/greedy/lazy/incompetent. So if that flaw involves the only thing that could stop the reactor, THAT IS A HUGE FLAW!! I think that Joke that Coal miner said in the series summed it up best. "What kind of machine is large, loud and spews out smoke and cuts an apple into three pieces?" "A Soviet Machine designed to cut an apple into four pieces."
