If you speak english fluent with knowing 10.000 words, it's bad english by definition. There is nothing wrong, it's just reduced vocabular, missing nuances maybe. Even UK native speakers, can speak bad english, it's normally a sign of low education. Your reforms sound nice, but it's impossible to implement this in a democratic way. You can create it with private money, and campaign to use it, but if there is no profit, nobody will invest this.

The nation just makes the difference, if something is a dialect or an "official" language. Austria is more taking the right, to define it's own language, than Bavaria. While Bavarian expressions are considered "slang" or "local habit", such variations would be officially called "austrian german" otherwise. So the relation from nation to language at least is mutual. Cause a nation defines, what is considered correct (ready to print).

This depends, if you learn from speakers by listening, or from books by reading. But if you involve speakers from US, UK, Australia, you will find differences and none of them is wrong, it's just local. Even inside UK, you can hav love in RP and luv in Devon. Non english speaking countries inventing english words, is another phenomenon.

@OfficialSalemSaberhagen Pizza is also not an english word, and there isn't an english word for it. It's imported and used.

@OfficialSalemSaberhagen this is not the meaning of beeing english, dictionairies describe the using. A Pizza made in uk is still an italian dish and an italien word. The word revolution is latin based, but used in many languages. This science is called etymologie and miriam webster does not Cover this. When I use the word computer in german, it's not becoming a german word. Check the meaning of ' english ' in your Oxford dictionary. You will not find ' used in england" among the meanings. It refers to origin.

@OfficialSalemSaberhagen It's more like an Italian American. Migration is OK, but you keep your origin. Speaking an italian word, does not mean speaking italian language ;-) But we are on knitpicking terminology.
