  1. The intention was to make you a little hesitate to go to the doctor, if you had a moskito bite or whatever. The collection of the money was actually more expensive, than the collected money.

  2. You may have missed the introduction of "minimum wages" in 2015. It worked quiet well in the industrial age since unions were strong in Germany. But less and less people are in unions, and industries developed differently, the lesser educated job kind of fall off that system and they needed to do something.
