  1. Main difference is, in Germany the cities existed first, the rules came later. Unlike USA, where many living areas have been developed in the last 100 years. The big importance of zoning comes to play, if agricultural land is upgraded to developed country. On such a decision, land becomes worth from 1€/m² to 200€/m² from one day to the next. So a lot of speculation is going on there.

  2. What is rather unknown to Germany, is the separation of appartment buildings and single family homes. It's both residential. There maybe regulations like the height of the buildings. But in general, you apply and wait for admission.
