  1. It's mainly data protection. One authority is literally forbidden, to share it's data with another authority. The citizen has to pass things manually, in order to have "full control" on who has access to your data.

  2.  @tapashaviator  And if you live 3 miles away from the next settlement, they roll out a cable just for you, and you pay $50 for this ? I mean this cable might cost 10.000$. If you come up with 10 clients paying 50$ each, maybe somebody starts thinking about investing. Not before.

  3. Well water or Internet, it's there, or it's not there. It does not need constant upgrades, as the internet does. But by time , during 30 years, every street have been opened at some point and putting some cables in, should have been easy. It's still just, nobody wants to pay for it. Not the clients, Not the phone companies, not the communities.
