  1. Uniquly hard data protection and a deep fear of hardware attacks is preventing everything. It's not so much the missing professionals (I'm one of them), they are just not allowed to do anything. There are so many people who have to degree a decision, it's mindblowing. Federalism is really a handicap. It's like each city is going to develop it's own software. A huge waste of money to implement a solution 100 times, for having 100 incompatible systems in the end.
