In the case of North Korea, we have the South Koreans that are paralyzed with fear over the communists use if those antiquated artillery shells hitting Seoul. They are the ones putting the brakes on a massive air campaign, not the USA. In the case of Russia or China, you're dealing with SANE leadership. You can't say that about North Korea. Iraq is a work in progress. Even the USA had a turbulent political situation after gaining independence from Britain. It could take fifty years. The important thing is that it's not being ruled by a maniacal despot. The people of Iraq VOTE! And therein lies the difference. The NAZI presented a problem AFTER the war was over. It just took time. Look at the fall of the Soviet Union. That took a loooong time. Different approaches for different situations.
