  2. So ..do we have such a VERY high recidivism rate because 1) juries convict innocent people? Or, do we have high rates because juries convict guilty people more often than not, but they are RELEASED to prey on the public again and again? I believe we need to give them a jury...give them an appeal....then lock them up for YEARS AND YEARS. Then, go into the community and EDUCATE the young criminals as to what's in store for them.
