I think there is an unfortunate degree of futility with a lot of people. There's a lot of crossover between anti-maskers and anti-vaxxers, people who believe that covid itself is a hoax or even that Trump is a very stable genius. In some cases, all of the above. We're not dealing with people who would just rather not wear one, there are many people who see it is a direct affront or a way of controlling them. The concept of mask wearing is an attack on them.
