This is just government trying to shift responsibility while they do nothing of substance. No, Signal can't check the content of everyone's messages. As someone else here rightly pointed out, the Royal Mail aren't opening everyone's envelopes and checking what they're sending. Rather than go after the actual source of CP images, rather than trying to catch it and even prevent it through greater social care and community awareness (which would mean them actually doing something) they just want to draft a lazy law that makes a show of dealing with the end result but does nothing to address the actual harm that's been caused.
