True, however the only problem with that statement is, when Kissinger went on his secret meeting with the communist Chinese on July 10th 1971, Kissinger made a deal with the communist Chinese to give the "legal authority" of the ROC to the PRC. ROC meaning "all territories the ROC claimed to hold." This includes Taiwan, Kinmen, Matsu, Penghu, and Taiping. Before Kissinger's trip, the ROC, supported by the US government as the only legitimate Chinese government, had "legal authority" over the PRC despite never had control of the PRC after the KMT treated to the Taiwan island. You don't need to have physical control over a territory in order to have "legal authority" of the place. That's what de jure and de facto means.
