  1. The issue with using Cluster Munitions to de-mine is the fail rate. UXO's [UneXploded Ordinance] are far more dangerous then a mine. mines are built a specific way AP and AT and have guides on disarming and how they work. while UXO's are.... volatile. they could explode on you just walking by. or not when you pick them up and then when driving down the road, they also cannot be disarmed.
