@Chuck_Hooks this is a lie. they were not paying 2% but have since increased their budget, they never REFUSED. they just didn't because of how peaceful it was but now that its become apparently Russia is aggressively expanding they have since increased their spending. the charts you are thinking of are from a year ago. during the time the charts were shown Trump on video said he would essentially encourage enemies to attack NATO members who were not paying their 2% instead of taking the diplomatic route, he instead chooses blackmail.
