My whole theory on it is its an FSB funded ISIS-P attack to frame Ukraine to incite rage against Ukraine from the Russian people. they even burned down the building around the shooting to try and hide evidence. In regards to blaming Ukraine, its against Ukraine's MO. The materials could be used else were and if they had the ability to do such things they would have targeted government buildings or officials rather than civilians. basically they would target anything that aids the Russia war machine not a concert hall.
