Their behavior in the whole thing tells me they are not one unified army. they are smaller armies of about 5000 to 7000 with no communication with each other that share one stockpile. they blew the dam and didn't even tell their own men because they would leak the plan resulting in unknown deaths by drowning by their own men. they are an incompetent incapable army that is just borrowing time with lives.
