  1. From what I understand they think they can get out of range of the HIMARS and still be effective, but they cannot, so they just keep falling back. this is called a route. they are routed. if they cannot find a way to solve the HIMARS range issue they will keep being routed. it would be better for them to end the war and fallback into Russia to save manpower lest Russia's neighbors get any ideas.
