Ok so the regulation causes the problem - it's nothing close to a free-market competitive system. Nationalising the sector will then make it entirely regulated - why would politicians/quango put the customer first? - they don't do that in any other sector they manage centrally. In health, finance, education the preferences/ideology of the political class are paramount. The chances are that the same would apply to fully nationalised energy; let's be honest even if the bills come down the indirect costs like more civil-service pensions for the workforce will hide the real cost to the people. The utility/natural monopoly sectors are a conundrum but more government is not the answer - we've tried that already.
